Organisations fund training because it feels responsible, or because a SETA levy creates a use-it-or-lose-it dynamic, or because a regulatory requirement demands it. Rarely is the question asked with rigour: what is the actual return on this investment?</p>



<p class="wp-block-paragraph">For artisan training, the evidence is strong and significantly stronger than is commonly appreciated.</p>



<h4 class="wp-block-heading"><strong>The Individual Return: Income, Employment, and Career Trajectory</strong></h4>



<p class="wp-block-paragraph">The earnings trajectory of a qualified artisan compares favourably with almost any other post-school qualification pathway available in South Africa.</p>



<p class="wp-block-paragraph">According to PayScale and industry surveys compiled by MERSETA and EWSETA, a newly qualified electrician (N3 + trade test) can expect a starting salary in the range of R12,000–R18,000 per month in formal employment. Within five years, a competent artisan with site experience typically earns R25,000–R45,000 per month. Senior artisans, foremen, and those who move into contracts or self-employment frequently exceed R60,000 per month.</p>



<p class="wp-block-paragraph">Compare this with the broader graduate labour market. The South African Graduate Employers Association (SAGEA) reports that the median starting salary for a South African graduate with a three-year bachelor’s degree is approximately R14,000–R17,000 per month after three to four years of full-time study, frequently involving significant student debt or family financial sacrifice.</p>



<p class="wp-block-paragraph">The artisan pathway offers comparable entry-level earnings, shorter training duration, lower training cost, and critically higher employment certainty on qualification.</p>



<h2 class="wp-block-heading"><strong>The Employer Return: Productivity, Retention, and Risk</strong></h2>



<p class="wp-block-paragraph">For employers, the ROI calculation on artisan training is multi-dimensional. Direct productivity: a properly trained artisan is more productive, makes fewer errors, and requires less supervision than an undertrained one. In high-risk environments, electrical work, pressure systems, working at height, an undertrained artisan is not merely less productive. They are a liability.</p>



<p class="wp-block-paragraph"><strong>Retention:</strong> companies that invest in training retain staff at higher rates. A 2023 Deloitte survey of Southern African manufacturers found that employees who had received structured employer-funded training were 42% more likely to remain with their employer for more than five years. The cost of replacing a qualified artisan, advertising, recruitment, onboarding, productivity loss during ramp-up routinely exceeds R80,000–R150,000 per departure.</p>



<p class="wp-block-paragraph"><strong>Tax incentives:</strong> South Africa’s Skills Development Levies Act and the Section 12H tax incentive for registered apprenticeships allow employers to claim significant tax deductions on qualifying training expenditure. Employers who structure their artisan development programmes correctly can recover 40–60% of direct training costs through the tax system, transforming a discretionary investment into a structurally subsidised one.</p>



<h4 class="wp-block-heading"><strong>The National Return: Infrastructure, Growth, and Fiscal Impact</strong></h4>



<p class="wp-block-paragraph">At a macro level, the economic case for investing in artisan pipelines is compelling. Infrastructure investment has a documented multiplier effect on GDP typically estimated at between 1.5x and 2.5x for developing economies. But that multiplier is contingent on execution capacity. A road that cannot be built, a substation that cannot be commissioned, a hospital that cannot be completed because qualified artisans are not available, does not deliver its multiplier.</p>



<p class="wp-block-paragraph">National Treasury modelling has estimated that closing half of South Africa’s artisan skills gap over a ten-year period could contribute between 0.3% and 0.6% to annual GDP growth, a significant figure in an economy that has struggled to exceed 1.5% growth in recent years.</p>



<h4 class="wp-block-heading"><strong>Making the Investment Decision with Evidence</strong></h4>



<p class="wp-block-paragraph">For organisations evaluating whether and how to invest in artisan training, the framework is straightforward: define the skills need clearly, understand the available funding mechanisms (SETA grants, Section 12H, B-BBEE training spend), select accredited providers with documented employment outcomes, and measure results against defined productivity and retention benchmarks.</p>



<p class="wp-block-paragraph">The data does not make a case for training as a cost. It makes a case for training as a return-generating investment, one with both short-term tax efficiency and long-term organisational resilience built in.</p>



<p class="wp-block-paragraph">South Africa needs more qualified artisans. The economic case for producing them is not just compelling. It is, on the available evidence, one of the highest-return investments available to employers, individuals, and the state alike.</p>

<h4 class="wp-block-heading"><strong>Automation Is Not the Enemy</strong>, <strong>It’s the Employer</strong></h4>



<p class="wp-block-paragraph">A common misconception is that automation threatens artisan jobs. The evidence tells a different story. Electricians who understand smart home systems command premium rates. Welders certified in robotic-assisted processes are in short supply across the automotive sector. Plumbers integrating solar water heating and greywater recycling systems are booked weeks in advance.</p>



<p class="wp-block-paragraph">The World Economic Forum’s Future of Jobs Report 2025 identifies “manual dexterity combined with technical adaptability” as one of the top five skills clusters that AI cannot replicate in the medium term. Physical trades by their nature require human judgment, on-site problem-solving, and tactile expertise that no algorithm can perform.</p>



<p class="wp-block-paragraph">The artisan of tomorrow is not being replaced by technology. They are being empowered by it.</p>

<h4 class="wp-block-heading"><strong>What This Means for Individuals and Institutions</strong></h4>



<p class="wp-block-paragraph">For young South Africans weighing career options, the data points clearly. A qualified artisan with a red seal trade test can earn between R25,000 and R60,000 per month within five to eight years of training, depending on the trade and sector. Entry barriers are lower than university degrees, training periods are shorter, and employment rates on qualifications are significantly higher.</p>



<p class="wp-block-paragraph">For employers, the cost of not investing in artisan pipelines is rising. Skills poaching, foreign skills visas, and contractor premiums are all symptoms of a sector that has underfunded training for too long.</p>
